CASI Participates in the CAPS-RAND-NDU Conference on PLA

Dr. Mulvaney and Mr. Allen were both invited to be speakers at the annual CAPS-RAND-NDU confernce, which was held in Taipei this year.  This year's conference focused on the continuing PLA Reforms.
