Air Force Global College A-Staff

Ms. Kristin Hill is currently serving Air Force Global College’s A1 Director. Throughout her 20year career, she has served on and with Active-Duty Air Force, Air Force Reserves, and the Alabama Air National Guard.  Her positions with all the above have included many force support responsibilities. She is a boy mom married to a sheriff’s deputy, who is retired Air Force. Kristin graduated from Huntingdon College, Alabama State University AFROTC, Boston University and Columbia Southern University.  

Maj Jeffory Brenner is originally from Iowa and is married with two young sons, aged 5 and 7. As a tanker pilot by profession, he has extensive experience flying advanced jets, directing combat operations, and managing training programs. Currently, Maj Brenner is on a three-year tour with the OIRSD, taking a break from active combat duties, and serving as the Executive Officer and Deputy Chief of Staff of the Air Force Global College. Maj Brenner recently completed his doctorate in Strategic Leadership, with his dissertation focusing on the leadership factors contributing to the Air Force pilot shortage. 



Lt Col Ben "Tide" Barsness is the Director of Operations at the Air Force Global College. He holds a B.S. in Aviation Management from Minnesota State University, Mankato, and an MBA from Texas A&M University, Commerce. Lt Col Barsness is a Senior RPA Pilot with over 3,000 flight hours, including 472 combat hours and 1,706 combat support hours. Previously, he served as a B-1B WSO and has deployed on the B-1 and RPA platforms in support of operations ENDURING FREEDOM, NEW DAWN, COPPER DUNE, and INHERENT RESOLVE. Additionally, he has flown remotely piloted aircraft in support of operations ENDURING FREEDOM, JUKEBOX LOTUS, JUNIPER MICRON, and INHERENT RESOLVE. Prior to his current assignment, Lt Col Barsness served at Nellis/Creech AFB, NV, as a Director of Operations, Commander, and Wing Chief of Safety. 

Lt Col Manh Pham oversees the Air Force Global College’s internet-based execution; academic affairs, test and evaluation, students services, & technical support operations for over 19K active students through distance learning. He manages Global College student information system requirements, operations priorities, execution progresses, programs deliverables, coordination with internal/external agencies, and student's educational systems. 





Maj Delaney Kiernan is a recent graduate of the Air Command and Staff College (2025) and is currently serving as a Fellow at the Air Force Global College. Prior to this assignment, Maj Kiernan served as the Commander of the 509th Contracting Squadron at Whiteman AFB, MO. She holds a BS in Behavioral Sciences (USAFA, 2012), an MS in Project Management (Boston University, 2018), and an MA in Military Operational Art and Science (ACSC, 2025). Originally from Gowanda, NY, Maj Kiernan and her wife, Maj Lauren Mount, have one son. Go Bills. 

Dr. Dustin Vick is an experienced academic leader with a distinguished background in educational psychology, curriculum design, and university administration. He has served as Dean at three universities, overseeing academic strategy and developing high-impact undergraduate curricula across various fields, including humanistic education, critical thinking and deductive logic, educational intrinsic motivation, educational psychology, and instructional methodologies. With degrees spanning a B.S. in Behavioral Science, an M.Ed. in Adult Education and Course Design, an M.S. in Psychology, and a Ph.D. in Educational Psychology, Dr. Vick marries rigorous scholarship with applied training. His research focuses on intrinsic student motivation in trade and technical schools, contributing valuable insights into how learners engage and thrive in vocational settings. Currently serving as Chief of Academic Affairs at Air University’s Air Force Global College, Dr. Vick drives institutional excellence through balanced and equitable student academic integrity policy coordination, serving student needs, international student integration, and working with congressional staffers and Civil Air Patrol students, as well as all military branches. His efforts fortify the professional education of military leaders both domestically and globally. 

Mr. Kristopher J. Kripchak is a veteran Joint Qualified Air Force Weather Officer, a dynamic leader, and scholar-practitioner. His operational career, spanning multiple continents and diverse roles, has been defined by his ability to build interdisciplinary teams and innovate actionable solutions. Kris holds a Master of Science in Meteorology with a specialization in Climatology, as well as a Master of Operational Art and Sciences as an award-winning graduate of the Air Force Global College's Online Master’s Degree Program. As a credentialed instructional designer, Kris brings extensive experience in training, education, and professional development. He leads a team of learning design experts with a strong focus on collaborative, cross-functional course design and development. His commitment to the art and science of learning drives him to champion strategies that support online instructors and forge strong connections between student learning and the operational environment. Ultimately, his work is focused on elevating the Air Force's distance learning experience and the professional practice of Global College faculty. 

Ms. E-Lu Chen is a Learning Architect and Assistant Professor in Design and Development at the Air Force Global College, with 16 years of experience in instructional design and educational technology. She collaborates across departments to support PME course projects, focusing on curriculum alignment, assessment design, and learner engagement. As the primary point of contact for educational technology tools in online courses, she enhances tool integration and course readiness. Known for her collaborative approach, she also supports faculty development, AI integration, and promotes inclusive, technology-enhanced learning environments.

Dr. Stephanie Hostetter is a specialist in instructional design, online learning, and assessment, serving as a Learning Architect at the Global College. She holds a Ph.D. in Learning Environments and Educational Studies, along with graduate degrees in Instructional Design and Technology and in Teaching. Her research focuses on the evaluation of online learning, curriculum alignment, and the use of metacognitive strategies to support learner development. Dr. Hostetter has published on topics such as quality assurance in online education, ethics in instructional technology, and the influence of policy on digital learning environments. Her professional background spans K–12 and higher education, as well as consulting in instructional strategy and educational program design. 

Ms. Daphne Tseng is a Learning Architect at the Air Force Global College. She is an instructional designer, educator, and researcher with over a decade of experience in higher education. She has spearheaded online learning initiatives, directed faculty development programs, implemented quality assurance frameworks, and advanced student-centered design practices with a strong focus on accessibility and the integration of emerging technologies. A recognized scholar in instructional design and educational technology, Daphne has presented at leading conferences and published extensively in her field. 

Dr. Rob Nyland, Ph.D., is an Assistant Professor and Director of Innovation and Research at the Air Force Global College. Dr. Nyland has worked as a Learning Engineer, Researcher, 8Multimedia Designer, and Faculty member. He has presented internationally at various military and education conferences and has published articles on professional military education, artificial intelligence, learning analytics, and distance learning in publications such as The Journal of Computing in Higher Education, International Review of Research in Open and Distributed Learning (IRRODL), and TechTrends. 

Maj Allan J. Collins serves as the Deputy Director of Innovation and Research at the Air Force Global College, Maxwell Air Force Base, Alabama. In this role, he is responsible for leveraging and integrating technology to deliver timely, relevant, and engaging curricula that enable students to succeed in the Department of the Air Force missions. Additionally, Major Collins is the Course Director for the Military Thinking and Communications curriculum, managing both self-paced and facilitated distance learning programs. Major Collins transitioned to the United States Space Force in March 2021, having received his commission through the Air Force in November 2016. His career began as an Enlisted Airman in October 2000, during which he built a diverse background in various roles. He has served as an aircraft maintainer, a Military Training Leader, and later retrained to specialize in cyberspace operations, successfully accomplishing missions at the Squadron, Group, Wing, and Numbered Air Force levels. Major Collins has deployed in support of Operations IRAQI FREEDOM, ENDURING FREEDOM, 3and FREEDOM'S SENTINEL, and has completed overseas tours in the United Kingdom, Republic of Korea, and Germany. Prior to his current position, he was the Flight Commander of Defensive Cyberspace Warfare at the 65th Cyberspace Squadron, Vandenberg Space Force Base, California. 


Dr. Angela "Angel" Jowers serves as Assistant Professor and A9/Director of Institutional Effectiveness for the Air Force Global College. In this capacity, she spearheads strategic initiatives designed to elevate educational quality and optimize institutional performance. A distinguished practitioner-scholar with nearly two decades of experience, Dr. Jowers possesses deep expertise in accreditation processes, higher education administration, and assessment and evaluation practices. She leverages her experience and background to drive institutional excellence, ensuring that daily operations and strategic planning align seamlessly with both high academic standards and military educational requirements.

Lt Col Luke Dras is the Deputy Director, A9 Institutional Effectiveness at the Air Force Global College (AFGC). He earned a M.S. in Aeronautical Engineering from the Air Force Institute of Technology and a Ph.D. in Educational Inquiry, Measurement, and Evaluation from Brigham Young University. Lt Col Dras received his commission through AFROTC in 2006 and is a Developmental Engineer with experience developing and executing operational test and research projects across a variety of Air Force platforms including bomber, mobility, C2ISR, special operations, and training aircraft systems, as well as rocket and spacecraft propulsion. At AFGC, Lt Col Dras is responsible for the design, collection, and analysis of institutional metrics to assess the effectiveness of developing air-minded joint leaders across the Department of Defense. His unique expertise is key to enabling data-driven decision making and strategic oversight in the delivery of transformational online military education programs serving over 35,000 students across ten officer, enlisted, and civilian educational programs. Lt Col Dras’ research focuses on psychometrics, educational data simulation and construct modeling, differential item functioning on high stakes examinations, and computer adaptive testing.
