Data Convergence, Analytics, and Intelligence Sensor Data Flow in Information Warfare
Can the Army's concepts of data convergence in the tactical realm be extrapolated and applied to the information warfare environment to achieve automated data sharing across different functions and domains? Within this converged environment, how can data tools drive analytical collaboration at the tactical level, and create white space for decision makers to maintain a decision advantage across the conflict continuum? To successfully enable this tactical advantage and automate data sharing, can we reengineer or reconstruct intelligence sensor data flow specifically for network performance, operations, and management sensors?

- Kidd addresses this by examining the DoD's goal of "Accelerating Decision Advantage," which asserts that AI-enabled analytical tools are required to outpace adversaries in both tactical and strategic echelons, particularly in the context of the OODA Loop. He assesses the Air Force's current data infrastructure, noting that while platforms like Cloud One and the VAULT Data Platform exist, the service's analytic tradecraft and unstructured data manipulation capabilities remain relatively immature. To effectively operationalize these tools and maintain a decision advantage, Kidd asserts the Air Force must transition from a highly centralized execution strategy to a decentralized model that empowers subordinates to exploit fleeting opportunities with high-quality, actionable data.
