Intelligence Collection in Great Power Competition
Unlike during the Global War on Terrorism, in a peer or near-peer conflict there will likely be less intelligence collection capability than there are adversary capabilities to collect against. Therefore, new units of measurement and conceptual frameworks to articulate and prioritize intelligence capacity are needed to integrate those requirements into force management processes. What unit of measure and/or conceptual frameworks could be used or developed to translate intangible capabilities more effectively, such as by integrating intelligence analytic production into the Global Force Management process? Is the Joint Intelligence Preparation of the Operational Environment process adequate to capture the complexity of the information environment? How can artificial intelligence (Al) and other tools help to understand complexity in the information environment and ensure that the Joint Force maintains both an information advantage and freedom of maneuver in the cyber domain?
