SOF Use of Non-Governmental Hackers in Support of Strategic Objectives

In recent decades, private individuals, hacker collectivities, proxies, non-governmental organizations, and hired hackers have been engaged in the cyber domain for patriotic, social activism, or monetary gain. Research focused on exploring the legal and operational issues in using or aligning such non-governmental hackers with SOF in support of national security objectives is needed. What would be the legal basis for the U.S. to utilize hacking groups or private companies that do not fall under the U.S. Government control? What might be the possible command and control relationship? What strategic capability or capacity gaps could a hired or volunteer hacking group fill? What ethical and legal frameworks should govern the use of proxy hacking groups by the United States? How could SOF establish effective command and control relationships with hired or volunteer hacking groups while maintaining accountability?
