Lieutenant General Adrian L. Spain serves as the Deputy Chief of Staff for Operations, Headquarters U.S. Air Force, the Pentagon, Arlington, Virginia. He leads the development and implementation of policy directly supporting global operations, force management, training and readiness for the Air Force and serves as the Air Force Operations Deputy to the Air Force Chief of Staff.
Lt Gen Spain entered the Air Force in 1994 through the ROTC program, graduating from Villanova University. He has spent the majority of his career in aviation and command assignments accumulating more than 2,150 flight hours, deploying and serving in joint positions extensively. Prior to his current position, Lt Gen Spain was the Director of Training and Readiness, Deputy Chief of Staff for Operations at Headquarters, U.S. Air Force, the Pentagon, Arlington, Virginia. And, prior to that assignment, Lt Gen Spain was the Chief of Staff at the United States European Command in Stuttgart, Germany from July 2022 to July of 2023. Change is difficult! With so many different theories about how to lead change, it can be even more difficult to know where to start. This webinar weaves together change theories described by Harvard’s John Kotter as eight change “Accelerators;” with several concepts around leading change from Chip and Dan Heath’s book “Switch.”
In addition to exploring theory, Dr. Webster and Dr. Shannon will also look at an example of these concepts in action through the lens of the Montgomery Bus Boycott. This era of history is often either ignored or romanticized in many education arenas, and not taught in the detail that it should be. A more thorough analysis of what really happened during the boycott, and how the leaders at all levels were involved, can help illustrate how change theories can work even in the face of incredible resistance.

Those middle parts are typically located in operational level headquarters like Operation Inherent Resolve (OIR), or US Forces Afghanistan (USFOR-A). Such translation is difficult, but it is vital to the conduct of the war. According to Dr. Hal Winton, now retired SAASS professor, “[w]ithout competence in the middle parts of command . . . superior generalship and battlefield virtuosity alike are likely to be wasted.” The operational level of war is the most difficult level of warfare. This is not to suggest that strategy is simple or that tactical level fighting is easy. A flawed strategy, even with brilliant operations, will not succeed. Likewise, a brilliant strategy, poorly implemented, will also fail. The operational level of war is the hinge that holds it all together.
