The People’s Liberation Army (PLA) is more than two decades invested in developing deeply methodological and mathematical approaches to managing war. Consistent with overall Central Military Commission guidance to prepare to fight an informatized and (probably) intelligentized war; with PLA systems warfare doctrine; and with the overarching theories of Effective Control and War Control, operational optimization methodologies appear to be an important means by which to translate these top-level frameworks into operational reality. Although access to the optimization processes in use in the operational PLA is extremely limited, a review of some 80 research papers exploring the development of operational optimization methodologies published by PRC national- and service-level research institutions between 2003 and 2026 provides insights and likely implications for the operational PLA.
The body of research stems from academic institutions, not the operational PLA. The operational PLA is known to use such methodologies, and it continues efforts to improve and upgrade its operational optimization capabilities. While the research builds on real-world challenges in operational optimization, the literature does not indicate which methodologies have entered, or may still enter, operational PLA use. Therefore, this study focuses on several patterns evident across the body of research and the likely implications for operational PLA to be drawn from them.
