Friends of CASI,

Spring is here, so that means we are almost ready for the
1stAnnual CASI Conference!

Friday, May 18th, at National Defense University, Ft McNair. The conference is open for registration, and is free to attend. More information can be found on the registration page at:CASI Conference 2018

Information about our panels and speakers is all on theEventbrite page. We hope to see you there. And please, tell a friend, it is an open conference, all that is needed to attend is to register. If you don’t have a CAC or military ID, we have the security forms to fill out ahead of time so you can breeze right through on the day of the conference.

Here is the first quarterly update for CASI 2018. And as always, please let us know if you have any questions, comments, requests, or suggestions.

Research
Our current research plan includes several projects, severalof which will be highlighted at the CASI conference in May 2018.
1. How increased PRC air operations in the East China Sea are affecting the U.S., its interests, allies, and partners. Our partners at RAND have largely completed this projectand it will be presented at theCASI Conferencein May.
2. How the PRC is using bombers as strategic messaging or deterrence. This project is also supported by our partners at RAND. This project will also be presented at theCASI Conference.
3. CASI has partnered with theCenter for Naval Analysesto study PLAAF and PLA Naval Aviation training and exercise integration. This project will also be presented at theCASI Conference.
4.Describing the current state and near-term future of the aerospace industrial base within the PRC. Our partners atTextOreare drawing on their deep resources to advance our understanding of this issue. This project is planned for completion in late summer 2018.
5. CASI aerospace periodical database. We have made remarkable progress since the start of this project.BluePath Labsis providing great support for this project. The information we have gleaned will help to form the basis of many forthcoming CASI reports. The CASI Research Portal should be up and running by theCASI Conference. If you are interested in gaining access to our research database, please let us know.
6. CASI has several forthcoming reports in the coming quarter. A partial list is:
a. The PLAAF Shift to Brigades
b. The PLAAF Key Four Training Brands
c. PLA Air Force Emphasizes “Continuous Learning” to Improve Combat Proficiency
d. PLA Unmanned Aerial Systems
e. CMC Joint Staff Department Operations Bureau
f.Understanding the “People” of the People’s Liberation Army

Personnel
We continue to try and work through the intricate Air Force personnel system to hire any of our civilian researchers, but have been unsuccessful so far. It's been since last May since we have had any jobs get pushed through the system.

However, we are happy to announce that we have been joined by both of our USAF enlisted analysts, MSgt Eric Griffin, and TSgt Jennifer Thurman. They are jumping in with both feet and are already making differences. .

TheCASI Associates programis off to a great start. We will have several of our CASI Associates present their work at theCASI Conference. We are working with several other people to continue to broaden the CASI portfolio and bring expertise to Air Force and DoD leaders, as well as the greater China-watching community. Outreach
In addition to providing support to Air Force leadership, CASI has been very busy with outreach since our last update.

  1. CASI continues its close relationship and held multiple meetings with the A5 and the A5SS in support of HAF and SAF, making sure that our research is policy and plans relevant.
  2. CASI met several times with the HASC staff to discuss research findings relevant to one of their aerospace sub-committees.
  3. CASI was invited to brief French MoD’s Strategic Research Institute of the Military Academy, as well as the French Air Force’s Center for Airpower Studies. CASI also briefed the European Union’s Council on Foreign Relations.
  4. CASI met with the Commandant of the National War College to assist in preparation of exchanges and a country visit to the PRC.
  5. Dr Mulvaney testified in front of Congress’ U.S.-China Economic and Security Review Commission on the pace of Chinese aerospace military modernization.
  6. CASI supported the DIA and National Ground Intelligence Center (NGIC) mission by providing support to their conference.
  7. CASI continued to support the joint force by supporting the U.S. Marine Corps’ Deputy Commandant for Information.
  8. CASI conducted a week-long working level collaboration with NASIC.
  9. CASI participated in an inter-agency working group’s annual conference.
  10. CASI met with former and current PLAAF Attachés to discuss multiple personnel topics.
  11. CASI participated in the annual Tactics Conference at Nellis AFB.

Near term
CASI is pursuing several partnership options, which we hope to conclude in the near future. These will broaden our audience and increase the value of our scholarship, while leveraging our prosepctive partners' expertise.

CASI will be supporting an exchange visit by the PLA Air Force Command College to Washington D.C., and to Maxwell AFB, in April.

CASIwill also be supporting the USAF's Red Team in May.
